Fears over £400m airport link (Evening Times)
FEARS were raised today that the Glasgow Airport Rail Link project could
be scrapped.
Ministers are in talks with engineering experts and airport bosses to work out
if the £400million project is still deliverable. It comes after complicated
engineering work forced transport bosses to delay choosing a contractor.
Neither the Scottish Government nor Transport Scotland was today able to
give firm assurances that the link would be completed. Work to carry the line
across the M8 and into the airport will not take place until bosses are certain
that infrastructure at the airport can be moved out of the way.
It is still hoped the link via Paisley to Central Station will be completed by 2014
in time for the Commonwealth Games in Glasgow. However, tendering for the
new tracks and bridges has been postponed until work, which is thought to
involve moving fuel tanks at the airport, has been deemed possible and
cost-effective.
A Scottish Government spokesman said: "We are having discussions to see
if we can go ahead with the project as planned."
The tender process was to have begun earlier this year between some of the
biggest engineering firms in the country. A consortium of Balfour Beatty, Morgan
Est and Vinci (BMV), Carillion, Morrison Construction and Roadbridge/Sisk are
waiting to compete for the work, which is worth more than £100m.
The total cost is almost £400m after the £210m airport link project was combined
with re-signalling work in the Paisley area. Transport Scotland, which is responsible
for the project, was unable to say for certain the link would be completed, but
stated that was still the aim.
A Transport Scotland spokesman said: "Work on capacity improvements on the
existing railway line between Glasgow Central and Paisley is already committed
and well under way.
"The tender for the branch line construction for the Glasgow Airport Rail Link
has not yet been launched, pending the resolution of outstanding issues on the
works within the airport.
"Work continues to provide assurance that the complicated work in the airport
area is fully defined to allow delivery of the branch line for the Commonwealth
Games in 2014."
Some preparatory work has been completed, including replacing overhead
power cables on the Glasgow to Paisley line.
Stewart Stevenson, Transport Minister, said: "Ministers are committed to the
delivery of the Glasgow Airport Rail Link, and any reports to the contrary are
inaccurate. Work on capacity improvements on the existing railway line between
Glasgow Central and Paisley is already committed and well under way.
"The tender for the Branch Line construction for the Glasgow Airport Rail Link
has not yet been launched, pending the resolution of outstanding issues on the
reprovision works within the airport. Transport Scotland is currently in discussion
with BAA to ensure that complicated work in the airport area is fully defined
to allow delivery of the branch line for the Commonwealth Games in 2014."

Most folk I've asked if they would use the proposed GARL said they would just get a taxi as usual or arrange to get picked up or dropped off by car at the airport.
Way too much hassle to get from your home with luggage into the central then get a train when you can do it door to door for around £20 from just about anywhere in the Glasgow area.
I say bin it and spend the money on more worthwhile improvements. _________________ ______________________________________________________

Another problem is flight times. A lot of flights leave Glasgow at 7 in the morning
meaning you need to be there 2 hours(?) beforehand. Is Central station even open
at that time?

Rail link 'not in trouble' (Evening Times)
Pledge that trains will run to airport
THE Scottish Government has said it is committed to the delivery of the Glasgow
Airport Rail Link after fears were raised the project could collapse.
The link is years behind its original completion schedule and further doubts
arose when Transport Scotland admitted "outstanding issues" had led to a delay
in choosing a contractor for complicated engineering work.
There was added confusion when a government spokesman appeared to confirm
there were serious problems when he said: "We are having discussions to see
if we can go ahead with the project as planned," as reported in later editions
of last night's Evening Times.
However, Transport Minister Stewart Stevenson later denied the £400million
project was in trouble.
He said: "Ministers are committed to the delivery of the Glasgow Airport Rail
Link and any reports to the contrary are inaccurate.
"Work on capacity improvements on the existing railway line between Glasgow
Central and Paisley is already committed and well under way.
"The tender for the branch line construction for the Glasgow Airport Rail Link
has not yet been launched, pending the resolution of outstanding issues on the

"Transport Scotland is currently in discussion with BAA to ensure that complicated

Building the link was part of the package which led to the Commonwealth Games
being awarded to Glasgow and it was originally expected to have been completed
by next year after the legislation necessary to build it was given the Royal Assent
in January 2007.
A completion date for the project has been put back several times since then
and it is not now expected to be finished until 2013.
Scrapping the project or failing to deliver it before the Commonwealth Games
would be a huge embarrassment for the Scottish Government and Glasgow
City Council.

I think its more for the tourists arriving in the city and going to hotels _________________ Now coming at you with 95% more significance, 1% less salt and virtually fat free!

Hi all. I know James73 added the link to this gallery in the past but I've reinstated and added to it. I've added the G.A.R.L. (Glasgow Airport Rail Link) Photograph gallery to my site. Photographs date back to 2007 and show trains using the 11a platform at Glasgow Central High Level station with the sign '11a' noticeable in some photographs. The platform has been renumbered platform 12 as part of the G.A.R.L. plan. Photographs also include Cardonald station where a third track will be be laid and also Paisley Gilmour Street where the new Class 380 fleet (currently being built by Siemens) will be calling at to serve the service to and from Central station to the new airport terminal when built in hopefully 2013, despite the media predicting further delays in the in regards to the engineering of the project. Photographs can be found in the link below and I will fill captions throughout the day/week.

Ministers scrap airport rail plan (BBC)
The Scottish Government has scrapped the £120m Glasgow Airport Rail Link amid
public spending cut concerns.
Finance Secretary John Swinney also announced funding cuts in housing and
schools as he unveiled his £35bn budget plans for the year ahead. Holyrood
ministers said they had £500m less to spend as a result of Westminster efficiency
cuts, but vital public services would be protected.
Labour said the level of cash in the pot would actually go up by £600m.
Mr Swinney told the Scottish Parliament the rail link had to go to cope with a
£129m cut in the NHS budget, as a result of UK government reductions in heath
department capital spending.
He insisted vital public services would be protected and economic growth boosted,
but warned MSPs: "In light of the difficult financial climate that we face, as a
responsible government we have therefore had to face difficult choices about
where to reduce planned spending next year."
The Scottish Government's published document outlined plans for a £253m cut
in housing and regeneration, with reductions of £2.7m in schools funding and
£76m in enterprise.
There will also be an overall £14m reduction in Scottish Government administration
costs. Health spending will rise by £263m and higher education by £22m, while
police funding will see a £6m increase.
Mr Swinney said: "The UK government's cuts have also put pressure on our
resource budgets.
"In dealing with this, I have been determined to act in a way that protects jobs,
supports families and communities and keeps our investment in skills, innovation
and our industries of the future."
The Glasgow Airport Rail Link, which was due to open in time for the 2014
Commonwealth Games, was overwhelmingly backed by MSPs as a "nationally
significant project".
Mr Swinney said he was also concerned at the project's rising costs - but promised
other measures to improve public transport in the west of Scotland.
